The project involves the establishment of a National College of Education and Teacher Training System in Sri Lanka, dedicated to the Technology Stream. The initiative includes the preparation of a comprehensive Master Plan and the construction of multiple academic, administrative, and support facilities.

The facilities comprise specialized buildings for the Engineering Department (Mechanics, Electronics, Construction, and Information Technology) and the Agriculture & Bio-Technology Department (Plant Resources, Animal Resources, and Food Processing). Additional components include an administration building, library, assembly hall, workshops, staff accommodations, student hostels, dining areas, recreational amenities, and security facilities.

ECL is engaged in the design, with intermittent input of design team ensuring the successful and high-quality delivery of the entire development.
