Description of the Project: The diamond type interchange has been shifted 500m south ward to cater to higher traffic volumes and to provide adequate space for another interchange to be proposed for the Kandy-Colombo alternative highway. The interchange was also modified to two quadrant clover leaf type. The proposed by pass road to the interchange, a distance of 1.600m is mainly through paddy lands. Work will include utility diversion covering transmission lines, water pipes, telecommunication cables, underground power lines, sewerage and drainage systems The SEA was carried out to mitigate social and environment issues of the project.
Scope of Work: ECL consultants assessed exiting drainage patterns across proposed deviation, design alternatives, assessed flood peak values, inundation levels, inundation periods for different rainfall events, identified existing irrigation / drainage / flood protection schemes, detention areas, marsh lands, water bodies, assessed drainage capacity of waterways and flood ways across proposed deviation, identified present flood detention capacity on either side of the roadway, present uses of ground and surface water, water quality, assessed general geology of area, ecological resources. Assessed socio-economic aspects including willingness to relocate, considered development alternatives, identified environmental impacts including water quality impacts, erosion, siltation and sediment runoff, impacts on irrigation and flood protection works, impacts on flood plain and proposed mitigation measures for the pre construction, construction and implementation phases.
